The evaluation of the strategic plan for Niger (2020-2025) was conducted between April 2024 and May 2025, with the dual objective of reporting on actions taken and promoting learning. The evaluation revealed that, overall, WFP had successfully adapted to the complex operational environment in Niger: despite challenges related to insecurity, access, funding, and supply disruptions following the change of government in 2023, WFP continued its operations, maintained its strategic positioning, and remained relevant and effective, particularly through its support for the national social protection system. Stakeholders commend WFP as a key partner in humanitarian response and resilience-building activities, despite some issues identified in the coordination and management of partnership agreements on the ground.

The country’s strategic plan was clearly structured around, on the one hand, emergency interventions and, on the other, an integrated set of resilience-focused activities, but the flawed articulation of interactions between the two components and the insufficient definition, at the design stage, of results specifically linked to resilience, undermined the internal coherence of the plan.
